Just as the title says, could this just be a valve adjustment issue? my other motor did not do this whit the same carbs, and I have not adjusted them, they are 39FCRs with no chokes.

These bikes are cold blooded when stock. You do not have a choke system and a modified engine. I would be willing to think this will be normal until the motor warms up.
