Factory defect? 87 police engine

I pulled the head on the el-cheap-o 87 police carcass
because I found one of the cam cap bolts broken off
and managed to break one myself.

I got the bolt I broke out OK with an extractor but
ended up having to use a carbide end mill to cut through
the broken extractor to get the other bolt out.

I measure the depth on all the bolt holes and find
the one that held the long time broken part is not
deep enough for the M6x1x45 flange to meet the cam
cap. The effing hole is a half a mm too shallow.
Even with threads cut with a bottoming tap the
bolt runs out of hole before meeting the cam cap!

Are these not supposed to be 45mm bolts? The ones on
the 82 GPz are 45mm, The ones that came out of the
87 police bike are 45mm, the new ones I bought are 45mm...
What gives? Factory defect?

BTW, I need a shim bucket for this motor if anyone has
a spare kicking around.
