I have a couple of extra carb holders (intake manifolds) bolted to a board, an extra fuel bowl with a clear hose epoxied into the bottom, and a plastic gas tank with a hose and on/off valve off a garden tractor, that I use.

I clamp the board in a vise, remove the carbs from the bike, attach the carbs to the board with the carb holders, install the extra float bowl with the hose, hook up my plastic gas tank, measure the fuel level (3mm from the mating surface of the float bowl, IIRC), flip the board upside down to remove the float bowl and adjust the float, repeat as needed.

Whole lot easier than trying to do it on the bike, and it didn't cost me anything because I already had the parts.

You adjust the fuel level in the float bowl by bending the little tab that pushes on the float needle valve. Gently, you don't need to move it much.
