i want my vance and hines mega phone, to be black, can you grind off the chrome and paint it?

i sandblasted my starting to rust pipes and flat black heat painted them about 3 yrs ago. they still look good to me

I think just a GOOD sanding to rough up the surface and give the paint something to cling to will work.
