'84 GPz1100 cam chain?

I removed the cap, spring & plunger per manual, but can't get cams to seat due to chain tension.
Plunger seems to be able to retract when I push on it with a pry bar. And it rotates with the crank well enough.
Is there a thing about having to remove the tensioner altogether?
Does the TB's have to be removed to access the upper socket screw?

If you are trying to install the cam shafts, I suspect you will have to completely remove the tensioner. What you wrote makes me think it is installed. The cams won't sit flush since some of the buckets will be up and some down. You basically put the cam caps in place, start the cam cap bolts and use them to draw down the caps. Then install the tensioner. Hope that answered your question... if not, perhaps you could restate it a bit different so I can get a better sense of what you are asking about. I think the GPz has the wedge type automatic tensioner. Read your manual carefully before installing as I think they can be easily broken.

Yes, tensioner is installed.
My questions is why can't I get enough cam chain slack when I try to force the cams into their seats, or lift up on the chain itself? I know the cams won't lay flat due to some open valves, but they should be inline with the cam bores.
The plunger appears to be free and I can depress it with a pry bar.
Is it restricted from its last bit of travel for some reason?
If total tensioner removal is required, is throttle body (TB) assy removal necessary.

Cap spring & plunger are components of the cam chain tensioner, and are required to be removed for cam chain install per service manual. It doesn't require complete tensioner removal for cam R&R.

It may be kinked down on the drive gear.
With the cams out, can you SLOWLY turn the engine over using the kickstarter or a wrench while pulling up on the chain? You must have upeard pull on the chain while you do this.
If there is a kink it should come free.

All I can say is, on my KZ750 the tensioner MUST be removed to install the cam and heads. Not sure how yours works.
