i've got the head off, just got some new seats cut and want to do the clearances..
can i do this without the head on the bike? like i assume i can just oil up the head, bolt the cams in and check the clearances by rotating the cam by hand?
im assuming alot of them will be out.

Yup, might as well also lap the valves since you had the seats re-done.
Just do one cam at a time as to avoid bending any valves.
Use a screwdriver carefully leveraged up against the front and the back of the cylinder head to carefully turn the camshaft sprocket as you move from one valve to the next.
