Quick valve carb question

A quick synopsis. Have to install a set of 4->1 pipes, and carbs need a clean and re-jet.

Regarding valve clearances (no metric feelers)

Exhaust
1. .004
2. .0025
3. .004
4. .003
Intake
1. .004
2. .004
3. .0025
4. .004

The valves below tolerances are a must, but should I also go for the higher clearance on the borderline ones "while I'm in there"?

Should I verify my timing (with timing light) before I pull the carbs and install the new pipe? (although it will be easier to install the tensioner with the carbs off)
