You want to use "Scotch-Brite" on and between the fins...works great!
If they're really gunked up,try using a fine BRASS wire-wheel on a drill to get the bulk off,and THEN use the Scotch-Brite.
There are so many other ways that people have tried...that's just a couple.B)

Do a search on "Polishing"...lots of info,Bud.

There are various grits of steel wool, and You don't want to use anything too abrasive.
I think You're referring to a post about prepping for polishing forks... Polishing Forks

Or was it this post...

Fun with steel wool..take a single strand and figure eight it around the most likely to be used electrical appliance's cord end prongs..like the toaster. Plug it in POW FLASH. Firehouse fun. There is a whole list of things we used to do to the FNGs.

7" grinder with a polishing wheel clamped in a vise and vatious grades of polishing compound is the easiest way to get a mirror shine. But you are going to be black when you get done, and do it outside cause it's going to make an awful mess :D

Start with black (emery) and work your way up to white, using a different wheel for each compound, then finish with nevrdull.

No sanding or steel wool needed when doing it this way.
