Been up and over on the Wind River Road, which goes from the Gorge up behind ST Helens, up to Hi-way 12 at Randle a couple of times. Very beautiful up there, pretty high up, and lots of different gravel roads going through the Park with Campgrounds. Great in the Summer, not sure about now, Brrrrrrrrr! I would thing getting snowed in would be a good possibility.

That road up to the dead end is closed in winter, probably now if not very soon. You could check with Wash St DOT to see when it opens/ closes for travel. Gas would be at Toutle, but not sure after that. I have never been in that way, as it is a dead end.
The other route on the East side goes through, (But Also Closed in Winter). There is Gas at Trout Lake, for Boats etc at a store/ resort. But its not that far across anyway, depending on your mileage and tank size, you can go from the Gorge up to Hi-way 12 on 1/2 tank or a bit more. If you top up first, and then after it isn't an issue.
Google maps shows all of this. You can use street view for some of it.
