Hi SWest,
You've probably already thought of this but...
As you demonstrate, the key is a nice interference fit in the crank. Have you checked for taper; that is, are the sides of the key parallel to each other?
As sloppy as that rotor assembly is, we'd also be checking the width of the slot in the rotor itself to make sure it isn't wider than spec, either at a location where the key has never been in contact while in service or, using the width of the slot in a known-good rotor as a baseline.

Using the 750 crank to workup the key. The old rotor is just for that. The key fits both ends. The true test will be on the bike in a few. I STILL can't find the other one.
Only $.50 but it PISSES ME OFF. Gremlins?

slmjim was a copier Tech in a previous life. Some of the screws in copiers are quite small. If a screw was dropped in a customer's office the drill was to get on hands and knees, then place a cheekbone on the floor so as to get a sight line as close to parallel to floor level as possible. Maybe use a flashlight lying on the floor too, beam parallel & level, illuminating a long, narrow distance of the surface. Anything lying on the floor that is of any reasonable thickness will be very apparent. Sometimes the item could be found just by the long shadow it cast in the flashlight beam. Might be worth a try...
