I saw this on Ebay and was curious if you had ever seen it? Any ideas as to it's origin, manufacturer, oem?

Aftermarket.
They originally came out in the late 70's. The original ones were somewhat of a collector item for a few years. More recently they have been reproduced in a limited batch that has now sold out (at least until they make more). Inside the tank is a simple float on a chain - not very accurate. More of a novelty than a functional item.
