What model is it? What is the general condition? Was it stored indoors? Heated space? How many miles on it? Are all the original parts there? Does the bike turn over? Will it fire with a charged battery and a squirt of gas? How much rust? Lots of questions need to be addressed before placing a value on it. From my limited experience you'll spend 1500-2000 in parts and a boat load of hours to make a safe, dependable daily driver out of it without fancy paint. That's assuming everything is there. How much is your time worth? Whats the asking price? It's true value is what someone is willing to pay.
