Bikers miffed that State Fair turned them away

I'd say that the Monguls got their constitutional rights stepped on. But, the city wants a nice family event that people will come to every year. If you ride with an "outlaw" club, and proudly display your 1% patch, you may expect to be denied access to some of society's more "wholesome" activities. Just my opinion.

Even if an event is in a public venue that doesn't make it a Government event. 1st ammendment was clearly intended to protect the right to express in public or private, Political opinions without fear of reprisal by Government entities.
Even if you go to a DNC or RNC convention which would much more closely be considered "governmental", if you go and harrass or threaten the other people there you will end up kicked out or even in jail with no hope in court for a 1st ammendment defence.
When a group of privately owned companies even in conjunction with a municipality want to invite the public to their party, it's their party, their rules.
The bikers should have been countersued for harrassment.

Now from reading the article it does not say these bikers were outlaws. They could have just been a couple of bike clubs that went for a ride. I agree though they dont have a leg to stand on. fairs rules are their rules.
The bikers who were turned away Sunday belong to a wide variety of clubs, including the Outlaws.
Not just an outlaw club but the "Outlaws" motorcycle club

The 'Red Knights' is a motorcycle club of Firefighters.
They were not happy about it, but the policy is no 'colors' and they enforced it for everyone.
