KZ400 "SHORT" VIN number??

I am trying to get a replacement title for this bike - why isn't my VIN 17 digits??

You have to explain to the morons who issue titles that Kawasaki didn't go to a 17 digit system until 1981 in North America...much later than that in Europe:) Most insurance companies (those that routinely do not deal with antique bikes) don't have a clue either.
