I think he is just using the wrong term. Being a mechanic for years, I've heard people refer to a non starter as not turning over.

78 650-C2, Stock engine, Jardine 4-2 Exh., 17-38 sprockets, dyna ignition and coils, coil wiring mod, carb mod.

If it just needed plugs wouldn't you go buy a set for $12 and get the bike running? Seems too easy to me. I see this a lot. Saw one yesterday that said "Only problem is a small oil leak. Should take about 2 minutes to fix". Then why the hell don't you fix it?

now it won't turn over.
