I am on shakey ground where I keep the project, does anyone know of somewhere/someone in the Seattle area that would rent/trade a small space in a workshop? Longshot I know, but gotta ask..

Some storage lockers don't mind if you work in them. Rather then a large chain, try to find a smaller, privately owned storage place and rent a small locker, no bigger than you think you'll need.

The place where I rent a locker, here in New Hampshire, has no electricity but I have a small 1200 watt generator that gives me pretty much as much energy as I need. I just put it by the fence at the edge of the dirt lot and run a 100' extension cord to my locker.

The only stipulation from the folks who own the place was that I don't get oil or gas on the concrete floor so I generally have two large plastic tarps down on the floor, (wall to wall tarp!)
A litter box with kitty litter or sand in it is helpful if I'm doing something where I think I might expect some oil drips.

Best of all, if you move, you don't have to move the shop.
