If one is an inexperienced mechanic, likely with a dearth of tools, a rough vintage bike will be an exercise in frustration.  Not an impossible situation but,  If you're determined to proceed, plan on spending a great deal of money & time on reading service manuals, obtaining good tools, finding lots of old, may-or-may-not-be-good, used parts, and wrenching.  The members here will help with advice if we can.
