1982 kz1100A shaft

Quick question, I picked this bike up for a bobber project and I'm in the process of checking and cleaning the carbs, ive worked on Mikuni carbs in the past but I can't remember if these holes are supposed to be plugged or if it's just a dead hole.The previous owner had them plugged with silicone. I'll try to upload a Pic. TIA
