I am a new rider with a vintage 1975 KZ400. I love the look of my new/old KZ and cannot wait to put some miles on her when the weather clears up a bit. I'll be bouncing around getting advice on a variety of topics in the forums. Please bear with the newbie.

I was missing my decel cable too. Looks like the '75 model had constant velocity carbs like my '79 so (I think) the carb's return spring is adequate. I never had trouble with that setup.
