Getting into restoration (75 honda civic and 81 kz750)

I am trying to slowly work on restoring these 2. Both being my first attempt at any restoration work. My specific question is about the wheels on the honda. I am trying to clean the rims and center caps up and don't know what's best for the center caps. The wheels are just a steel wheel (12's!) I plan on using electrolysis on the rims and then powder coating them as close to the original color as I can find.

My center caps look like this, the last picture (far left in first picture) is a mild attempt at cleaning it up. I was talking to someone and they showed me a rust dissolver product forget the brand, but I would recognize the bottle:





Besides just looking for general advice, what is my best route to cleaning these up? I can't tell if they are plated. The one that we started to clean ended up having a hole in it from the rust so these might only be good for practice anyway.

The car as I bought it. They pulled it out of the barn for me.
