81 KZ440 paint repair

I'm guessing the stock paint isn't a base coat/clear coat but I have no idea if it's a single stage enamel or 2 stage urethane.  New paint will eventually come but until then I want to clean up what's there.  It's pretty rough.  Looks like there is overspray from something in close proximity to some parts of the gas tank.  Some of  the crap might come off with a cleaner wax but I want to try wet-sanding...just don't know what grit paper to start with.  

You can try a clay bar.
Otherwise, start with 1000.
If 1000 isn't cutting it, go 800.
Keep dropping grit number till you get the defect out.

I'm getting ready to work on the gas tank.  Not going to mess with trying to clean up what's on the tank, it's trashed.  It's got one small dent & few tiny dings but some of the paint is bubbling up so I plan to completely strip it down to metal.  I need to know which route to go since it's going to need some bondo work, epoxy primer or self-etching?  Also, do I do the bondo first or primer?

My '81 KZ440C was a basecoat/clearcoat.
