The baby swing thing sounds awesome! I just happen to have a new grand son but I dont imagine he will be willing to share for a while yet. Im thinking on a test plug to add cleaner or water line from afar for rinsing now

There are water based degreasing products that will remove the varnish inside a tank. Por-15 makes a good one.

Ive used undiluted Pinesol to clean varnished carbs, I doubt it will attack paint.

Oxsalic acid will remove rust, Ive sprayed it on houses.
