Use gasoline, but not when the pipes are hot and don't smoke while using it. Gasoline will dissolve most tarry stuff; just keep the tar wet with it, and give the gasoline some time to soften the tar. Ed

I use Liquid wrench silicone spray lubricant to spot clean just about everything on the motorcycle.
On the exhaust pipes you may need to use your fingernail along with the LW stuff. use clean cloths.

When I worked paving streets & pothole patching, we had a bucket of Diesel fuel to let the shovels soak for a few minutes & the asphalt would easily come off, & less dangerous than working with gasoline

Could also try soaking the stain a few moments with WD40 before wiping.

Maybe even some Skin-So-Soft?

Good Fortune! :)

Gasoline, diesel, WD-40, baby oil... Anything.... Even soap and hot water. Anything to help melt the tar. I have used Turtle Wax bug and tar remover on my wife's car. Anything you use just follow up with soap and water wash/rinse. Of course all of this is with the pipes cold.

Don't fix it until it's broken.
