front steering lock was created by 94yj
how do i get the steering shaft lock to work all i can get it to do when i put the key in is about 1/4 turn counterclockwise tell me where i am messing up i would like it to lock as it did when it was new

if it's the same as mine, turn CCW 1/4 turn, push in (with steering head at correct angle), turn CW 1/4, remove key. ;)

Mine's never worked.
After about 10 minutes, I gave up trying. With my luck, I'd get it to lock, then guess what?

which is the correct angle to get it to lock also is it possible to remove the key cylinder assy and clean it up

I know on My 77 1000,I can remove it.It's only held in place by a set-screw.I bought a new one from the dealer a few years back,and it was a simple install.
Not sure on the 650,but again...on My 77 1000,I have to have the front end turned all the way,either direction before the lock pin will pass by the steering stopper.

I second this.
It's a "feel" thing.
You have to have the stem turned in just the right spot, the push-in at just the right time, while you ease the key to turn....

Mine only works with forks full right. Turn the key a bit, push in, turn again.

Is it the kind that locks on the bottom or on the side of the neck? If it's the neck the "lock" part fits into a slot on the stem. It might take some time to find the slot by moving the handlebars back and forth.
