Just noticed a booboo on the frame prep & powdercoat job. One of the two bolts for the leftside footpeg holder is broken (& powdercoated). Should this thing just twist off? Perhaps with the prep & powdercoat it is seized in there. What would you recommend? Cut it off and drill it out?

I had exactly the same thing happen. There is a nut on the back. You remove the nut and unthread the stud out of the frame. I used a pair vise grips and it came right out. I then cut the head of a bolt off, then welded the threads on to the stud. Worked like a charm.
