Two inner ends of the points both were at 12.60v and the outer ends were both around 15.8mV

your points aren't touching...that is your problem.
you need to readjust them

They need to touch when closed

Im going to give it a go readjusting the points in the morning, but thanks so much for are your help so far. Ill try and get the points touching and let you know how it goes.

NO!!!! I've owned my 1977 KZ650 since it was new (61,000+ miles) and a BSA for 11 years prior to that - I've ridden maybe 100,000 miles or so total. I have always done my own maintenance. Sanding new points is not something that should be done. New points are as good as they will ever be and sanding them will make them worse not better. Ed

So I ended up doing what you said in regards to the points. The bike turned over and spun a bit louder but didn't start up. As it seems my issue is in the points, I am wondering if I even set them correctly in the first place now, when I replaced the old, pitted points and condenser maybe I put the new ones on wrong? I guess my question is that if the points are set incorrectly would that stop the bike from starting up? Anyway I turned the cam shaft to set the gaps to about 0.14 on either side but how exactly should I set the points when they are supposed to be touching? just turn the shaft until they are the closest then adjust the points plate to get them completely flush?

.014in is equal to .36mm which is correct
.14in is too big

3 us dollar bills is .31mm
4 us dollar bills is .41mm
Anywhere between 3 and 4 bills thick is where you want to be.
