You are off by a decimal point: 1.2mm = 0.047"

BTW, I use a lot of Keyser kits.  I buy the cheapest I can find, use the gaskets and float valve, and the rest goes into the "spares box".  

Float height is just an approximation, so you can get the fuel level correct.

And I've had tons of troubles getting a good fuel level with old VM's.  I think the floats get heavy, and sink.  Sometimes you just can't get the fuel level you want (it's always high, regardless of how you adjust the float tang)

I finally re-installed the original Mikuni float valves since they seem to be in good condition. I corrected what could have been the cause for the overflow or the random results of the clear tube tests.

1) The tangs had some irregularities caused by the previous adjustments. I boffed them with a dremel and then polished them.
2) I cleaned the seats with a Q-tip and Mother polish using a drill. Then, cleaned with carburetor cleaner.
3) I reduced the movement of the floats by adjusting the stoppers. 
4) Set up the floats height at 25 mm (with gasket).
5) The clear tube level check was withing specs: app. 1/8'' below the edge of the carbs body. (after minor ajutments) 

My next steps will be the carbs syncronisation using my new Carbtune Pro and install the K&N pods.
I did not change the 115 main jet at this point. I will see how it's running and check the plugs.
