Since getting my little ke, I have only gone on test rides around the neighborhood. (Near sea level). I had no problem with fouling plugs until this weekend when I took it to the Peters Mill  off-road trails near Woodstock, VA. (2000 ft). Plugs only lasted a few miles before fouling out. I went through the origional and 2 new ones.
This 2 stroke carburetor is a bit different than others I have worked on.
By looking at the carburetor, can you tell which way the mixture screw turns to lean the mixture?
I'm also considering lowering the needle and going down a size on main and pilot jets.
It did seem to run rich even at home, as it started cold first kick and required no warm up time to start riding.
Maybe 200ft just put it over the edge. Note: Piture in the manual is of an earlier carb. Later models have the mixture screw on the side.

Clooged air filter, late ignition timing, weak spark, wrong jets, float boal high, cold start enricher valve not fully closed.....

It's getting better. Now getting a dark tan color on a NGK B8ES plug insulater, insted of black, after letting bike idle for 5 miniutes and going on a 10 mile test ride.
The plug in the bike when I got it was an Autolite 63. The cross referance chart shows that it is equivalent to a NGK heat range of 6. PO was proboley fighting this plug fouling problem too. Me replacing this plug with the correct, colder B8ES plug made plugs foul even faster.
To lean things out I:
Removed the falling apart foam wrap around the paper air filter.
Adjusted the float tang to lower fuel level.
Made a notch at the very top of the slide needle to lower the needle another .030"
Opened the air mixture screw from 1 turn to 5 turns. This seems excessive, but I just kept turning it until idle speed stopped increasing.

Just a thought but is it "over oiling" with the 2 stroke injection - below is a link for oil pump adjustment

The bike is running well now. After a 15 mile ride today, the spark plug insulater is a nice tan color, and bike now needs a couple minuites warm up time until it runs right.( It needed no warm up before my adjustments). I did order a one size smaller pilot jet, as the air mixture screw needing to be 5 turns open bugs me. Top speed is 55mph (gps confirmed) with me sitting up right on a level road. With me at 230lb, I think thats aceptable for a 100 cc bike.
I did adjust oil pump calibration to dead on.
