I have a set of mikuni 28mm carbs and I bought new push pull throttle cables but there to tight and I have know slack for adjustment so I can't effectively set the idle. I don't know what yr these carbs came off of. Came someone tell me what yr KZ came stock with 28mm

The push and pull cables may be backwards. Have you tried reversing them at the carb linkage.

I know of a couple models that had VM28's with pump. I don't know if knowing that will help. The cable pulley on the VM26-28's are the same. The difference is the rise of the handle bars that will affect the cable lengths. 1979-80 LTD and the 1980 Z1R had the VM28's. I think the 1979-80 Kz1000 A had the VM26's with pump. All used the same cable pulley but all have different bars.

EDIT, Are you swapping in the VM28 Pump over stock carbs? Or are you talking about the Z1 28's? What bike are you working on?
