I've cleaned and or replaced the three jets and neddle and seat. But can't seem to get the flotes right. Any advice?

What seems to be the problem?
1982 KZ1000 LTD parts donor
1981 KZ1000 LTD awaiting resurrection
2000 ZRX1100 not ridden enough
