Just got this bike and noticed that my fast idol link was laying between my carbs. The screw is there, but no spring. Where can I get a replacement spring? And I'm guessing I can't replace it without removing the choke and throttle shafts?

I have no idea what part you are describing. Please go to buykawasaki.com -> parts diagrams for your model and copy the picture and mark the part and post the image.

The piece that I found laying between the carbs was #18. The Spring that is missing is number 20. The part number for the spring is 92081-1192. Kawasaki calls it a SPRING,TIMING LEVER, Clymer called it the sprin for the fast idle arm.

Since your carbs are missing not only this spring but the flaps on your choke plates, I would start looking for another set of carbs on eBay.
