I have both the non accel pump and a set with the pump carbs. They are both VM24s. Would the accel pump carbs would help get me started in the cold weather better than the non pump carbs?

A bike in tune should start easily with either set of carbs.
The VM24's accelerator pump has a vacumme shut off for fuel (under the other triangular cover below the accel pump). What it does is keeps the accel pump from refilling with fuel when the engine isnt running. This keep you from flooding the engine on start up. Most VM24 accel carbs have this, not all do.
IF the accel pump has fuel in it at start up and IF you crack the throttle when turing the engine over, it would supply extra fuel for a cold start up.

You wouldn't just have to crack or barely open the throttle either, you would have to give it a good fast whack to get the pump to squirt gas.

I suspect that it would be easier to start an acclerator pump bike or any bike, for that matter, by having the choke circuit function as it should. They are also easier to start if the pilot jet which supplies fuel to the pilot circuit, is the correct size. Many pilot jets towards the end of the 70s got kind of puny and that makes starting a shade more difficult and warm up slower.
