Petcock pick-up tube/screen inside the tank may get clogged, which restricts or blocks fuel flow.
A dirty inline fuel filter may also get clogged which restricts or blocks fuel flow.
If gasoline was allowed to enter the carbs without having first gone through a good quality accessory in-line fuel filter, the carbs are likely clogged, especially the fuel valves and pilot circuits.
A dirty leaking float valve allows fuel to keep rising inside the float bowl until it reaches the overflow circuit to escape through the overflow hoses underneath the bike.
When the overflow circuit also clogs, fuel rises far enough to find its way into the crankcase oil.
A dirty pilot circuit can prevent sufficient fuel mixture at idle and lower rpm range.
Adding choke allows some fuel mixture via a separate enrichener circuit.

PRI is prime. you dont want to leave it on prime for to long or you will flood the carbs and cylinders.

NOT crankcase vacuum.
Petcock receives vacuum from intake vac via hose connected to nipple on carb holder or a dedicated vac nipple that resembles one of the the two vent nipples.
Petcocks may sometimes be refurbished to correct function where ON and REServe allow fuel flow only when vacuum is being supplied to the petcock, and PRIme position allows fuel to flow with or without vacuum.

you dont remove the airbox first, just pull out the carbs.
Losen the clamps on the front and rear of all the carbs.
Detacth the throttle cables from carbs.
Start pulling
The carbs can be difficult to remove if the air box-to-carb holders are hard/brittle, sometimes a heat gun/hot water/space heater can be pointed at them for a bit to soften them up.
Sometimes you can pull the airbox back slightly off the carbs first, then pull the carbs free from engine side, then out the side of the bike.
