checked for ignition coil wires green and blk from the coil,, under start condition green wire falls from 12 volts to 1.6 volts,, the blk wire goes from 12 volt to flashing OL.

The thing that gets me is the fact that you had cylinders 1 and 2 firing in the beginning.
This means both coils were working as well as the igniter.
On cylinders 3 and 4 you could have a short anywhere from it's coil to the spark plug.
This could be an internal short in the coil or a short along the spark plug wire.
In a dark room you could use a spray bottle of water to mist along the spark plug wire to encourage arcing if there is a break in the wire while the bike is running.

You could also have valve issues on 3 and 4 that prevent breathing in those cylinders

But try starting fluid on 3 and 4 once you get 1 and 2 firing again.
That will possibly rule out ignition problems on 3 and 4 and then we can help you from there.

I would try this before buying any more parts.

i have bad feeling that there is short somewhere and possibly ruined my new igniter already,, i never thought i wood miss the old points and condenser days,, think ill start over tomorrow checking and rechecking,,,thanks for going out of your way to help,,,if anyone has any suggestions ,, im all ears

It is unusual to get "OL" when using a voltmeter - can you post a picture of your meter on the settings you are using
If you have one you can test the ignition pulse by connecting a "LED" between Ignition live and the green then black wires in turn. Crank the engine and the LED should pulse (multimeters can sometimes struggle to measure a pulsing voltage)

Tom, this short won't destroy your igniter.
Your spark plug is basically a short to ground. It's just the short occurs in the cylinder.
A bad short occurs outside the cylinder. It's bad because the spark is not occurring where it should.

I agree, if both 1 & 2 fire, that means that both coils are getting the signal to fire.  You might want to check for voltage at the coils.  If less than 10V, there may be a supply side wiring issue.

Do your coils have removable spark plug leads?  If so, you might want to replace them.  7mm copper core wire.  And check the plug caps for resistance while they are off.  They should be 5k ohms.

all great suggestions,, and i will follow up with all of them today,,i have read where the standard Fluke meter is to slow to read the pulsing coils and i will check it with an LED,,The ignition coils and plug wires are new  and in spec,, the pickup coils and wires are new and in spec,, the igniter is new as well,,what i have not stated is all  these replacement parts are Caltric straight from Amazon,, im still trying to believe that they work and try not to taint any help yall offer,, sorta like ford ,dodge or chevy is best,,sorry,, but if it takes a $600 igniter for this thang to run,,, i have kz1000p parts for sale,,,, sure hope this doesnt push anyone away for your help,,,,thanks again everyone

We will get you there, "stay the course" 
do you have no spark at all (plug lead resting on the outside of the engine with a plug in it) check all 4 ?
Is the igniter bolted in place (if not it will overheat quickly)

You could always make Lou Dudzik's igniter using a couple GM HEI modules. I've been using it as my igniter for years.

But again, I would reinstall the old parts if you still have them to see if you can get cylinders 1 and 2 to fire.
I'm assuming you have new spark plugs as well.

i do have new plugs in route,  back when it would run on cylinders 1&2,, i cleaned all the plugs and rotated each one through to at least confirm they fire,,i know,,, im cheap,, i planned to spend the day with it but,, a doc visit,,,enough said there,,gonna be long night rechecking everything so yall can get on to help the next lost soul,, cant thank yall enough,, ill get back with you,,,,,,, yes the igniter is bolted up
