When I check the points plate I am getting 16.8mV

so your ground on your points plate is good.
Ignition on
Move your positive meter probe to these wires.

When you got the 16.8 mv, was the ignition on?

Yes, the ignition was on. For the other two wires I got 12.56v on both

Be seriously gentle “filing” points... I’d check them first for pitting... if they are smooth and not pitted you not gaining anything... actually you be changing the gap and starting another issue

20v DC scale on meter
negative meter probe on negative battery terminal
positive probe on each of these points

The points are new.
I'm eliminating the possibility of a coating or residue on the points.
There is a break in the circuit between the points plate and the wires going out to the coil.
