Well … in short … the problem was a bad ground.

What I had done was attached the ground for the relay to the bolt that I mounted the relay with. After all kinds of by-passing and testing, I came to the conclusion that it could only be the ground. I checked continuity from the bolt that I mounted it with to the negative terminal of the battery. The readings were floating all over the place. I found this really odd because it’s the
bolt in the steel plate where the starter relay is mounted … you know, under the left side cover. I can’t believe that that assembly isn’t grounded well … but it isn’t. So I ran a new ground wire to the frame and all is well.
