how about some of that aluminum bodyfiller stuff?
just scuff it up really well first,if youre going to paint it anyway it shouldnt be a problem.

there is a product available called metal to metal (I get it a PPG outlet), very strong filler material, its also used on parts that are going to be powder coated as it contain metal in it, strong and easy to use but u gotta be quick, it sets fast
