If you read the rusty tank writeup in the articles, this method works unbelievably well. My tank inside was brown and scaley, and after using this procedure, my tank is silver inside, and a month later, still is. The second step, using phosphoric acid (naval jelley) to treat it seems to keep it from rapidly starting to surface rust.
Before this procedure, my gas tank turned the gas red/orange...

Best paint stripper-elbow grease with maybe a wire wheel or sander to help.

If brake fluid is used, is there a chance of the metal being contaminated with a chemical so that the paint doesn't stick as well? I know if you use wax containing silicone and some other chemicals and then try to sand and paint later, the soaked in silicone in the paint from the wax will keep the paint from sticking. I know this from experience.

Was supposed to be funny. Brake fluid seems to be the best because it does such a good job when one doesn't want the paint removed. I know from experience

There are solvents for removing silicones but you're right, once in the metal it's a real PITA...
