Some tires have a balance mark that needs to be aligned with the valve stem. I guess this is the lightest part of the tire and the added valve stem weight balances (no pun intended) it out. This goes out the window when you have rim locks as well. My experience is spoked wheels tend to need more weights to balance vs. cast wheels.

To be honest, if I couldn't ride my KZ1000 at 80mph-100mph "at will, at anytime", because handling issues, tire balance, wobble, head shake or any other anomaly, I'd park the thing.
That makes it undiserable, unsafe and unworthy.

To the OP, I would be checking steering head bearings, wheel bearings, both front and back, and swingarm bearings, all of these things can lead to a high speed weave or wobble, I doubt it is a tire out of balance thats causing problems over 90MPH, also make sure your tires are seated properly and as mentioned, make sure the valve mark on the tire is lined up. I've seen plenty of poorly seated tires , although they usually lead to a up and down type of wobble, if that makes sense...
