you could that stuff that supposidly converts rust, i dont know i've always used rust paint myself.

Evapo-rust would work great
I just masked the rim and bead blast then paint

Depends where you live, in Montana with 10-20 % avg humidity rust is not a problem like it is in a high humidity climate when using soapy water. Obviously rubber lube would be better
