Coils overheating in town traffic due to no airflow to cool them. 
Makes sense ref the cutting out but how would that effect the starter being sluggish until it has cooled ?

Separate issue, dry planetary starter gears that need regreasing. We'll known 650 issue as they partially sieze when hot.
