Maybe a bit late in your post, but didi you test the AC Voltage output of the 3 yellow stator wires before going to the R/R? Any combo of two, of the three yellows should make an AC voltage value of 56 ACv. This happens around 1800 RPM and up. The Kawasaki manual will tell you to test at 4500 RPM. The permanent magnet 3 phase system will make voltage quite early in RPM if all OK.
You still may have another issue.
