Is this a twin or a four? saying you looked under the side cover at the starter i am thinking a twin. it will be a battle to get a good working electric starter. if you have a kick starter worry about the electric later. i really would not worry about what it will run like now. the bike sounds neglected. take the carbs off clean them, clean the ignition advance and set the points, put new plugs in it, change the oil and put new gas in it then see what it does. after it is running for awhile, check the valve clearance and balance and tune the carbs.
