Yes, refer to the parts Schematic you posted. Parts numbers 28 & 30. There are 2 of each.

So your bike is a '78, which means it has a vacuum activated petcock, but your carbs don't have the vacuum port on the carbs, which means someone likely installed '77 carbs for some reason at some point in the past.

Attaching to one of the manifold intake nipples would probably work, but you can also just run the bike with the petcock on "prime" position, and use the other position as your "off".

On another point, I think your carbs are installed incorrectly on the rack. #1 and #3 look OK but #2 and #4 should be swapped. If you look carefully at the intake side of the carbs you can see the plugged port normally used for the fuel/air screw. These should always face outwards. Same with the drain screws on the bowls so that you can get at them with carbs on the bike.
I have several restored bikes along with a 2006 Goldwing with a sidecar. My wife has a 2019 Suzuki DR 650 for on and off road.

You are awesome, because I noticed something was fishy with this earlier this afternoon when looking at the underside: the location of the pilot jet shows no symmetry, for example. I was jumping on here to ask that question! Here is the picture I took to illustrate what I saw (#1 at the top), but it seems like you figured it out already. Thanks!!!
(I must have gotten confused with them the first time I had the carbs out, because I did not remove them from the rack this time.)
