I have heard of header wrap retaining mosture, rusting the pipes prematurely. NO personal experience here. The look is absolutely cool though.

The rejet is a good question. The question is how much less restriction you have with the new pipes: it may not be that much, or enough to justify a rejetting. That being said, even alot of totally stock bikes could use a rejetting being that they were lean runners from the factory. For example, jet kits are made for my bike in stock configuration, and supposedly give good bang for the buck (I think they are K&N stage 1's?).

I personally don't think that a pipe will cause major jet changes for my bike, but when I test fitted pods, WOW! I really needed to bump them up.

Expect to get a jet kit, research it and have the cash available. Then if you don't need it, use the money for something else.
