I found a diagram on

that shows that the be the stock fuse holder bracket. I guess Kawasaki wanted to make sure the fuse holder was secure. I assume the holder must slide left or right to come out of the bracket?
By the way, your bike looks like a really nice survivor that's clean and in excellent condition. I hope you plan to keep it stock as there are precious few nice ones like that still in existence. Ed

My 81 650-CSR electro stuff looks about the same as yours. To access the fuse box I remove the plastic electro cover completely, then slide the fuse box to the left out of the bracket. mine won't slide to the right because of the starter cable.
