Will a Kawasaki factory manual from a later year, say 1982, cover my 1978 ? Or do they cover the model year printed?

Try to buy a Kawasaki Factory manual, and also a Clymers or Haynes. I prefer the Clymer . Some one on ebay is selling manuals on CD's for 9-10 dollars.
I bought the CD version of the Kawasaki manual for my 750. You can review the whole thing on your monitor, but I got smart and printed out a few sections that I was working with. I was getting my keyboard all greasy, going back and forth from the garage to the computer...

'77~'79 had a points/condensor ignition, a kick starter and Mikuni carbs. The '80~ had electronic ignition, no kick starter and IIRC had Kehien(sp) carbs.
There were other small mechanical differences like the brake master cylinders/calipers and portions of the electrical system. I'm sure there's other differences (aside from body parts) that I just can't recall right now.
Oh, the '77 also had a 3-phase(?) charging system and a seperate regulator rectifier, the following years went to a 2-phase(?) charging system and a combined regulator/rectifier assy.
I'd suggest not getting one that covers either the '77 or newer than '79, and stick with the correct model...B model, not the C (had diff brakes and wheels) or the D (SR) (had diff forks, frame, body parts, wheels, etc).

I ask all this because I have a B1 Manual but a B2 bike. I want to sell the B1 manual or swap for a B2. It's not a real big deal, but if I were to buy an 81 manual that's on ebay now, that shows a CSR on the cover, I wondered if it would cover all the details of the 78 B2?

Are the pages scanned from the original manuals? If so are they clear and readable? What are the extra features he adds to the CD?

Of course the manual is only of use so long as parts haven't been swapped off a bike the manual doesn't cover.

The manual you are looking at for the 1981-2 650's does not include your B2 model. There were apparently enough changes/difference between the 1980 and 1981 models that a different manual was issued. I have both KHI manuals and smilar to what Nate said, the earlier manual covers the B1 and 2 models, C1 and 2 and D1 (Kawasaki part number 99924-1001-02, the last set of numbers refer to the edition number, so the higher the number, the more inclusive the manual [changes and models]). The later manual (Kawasaki part number 99924-1028-02 (therefore, 2nd edition) covers 1981/2 models D4, F2/3, and H1/2.
Nate:
It think the part number you gave for your 650 manual is wrong, should be '1001' instead of '1007'. You have the 3rd edition while I have the 2nd ed.
