Spray Nine has caustic in it which is what leaves the residue. Degreaser like Gunk or something first then the hard work starts. Try Princess Auto for bristle brushes for cleaning between fins etc.

WD40 has always been my cleaner of choice. Even used it on the mufflers. It's an excellent cleaner and leaves a shine like armor-all on the metal (and rubber etc).
