All here glad to help and anxious to see you up and running.
Try removing air filter and spray starter fluid into air intake while cranking in usual manner with choke OFF and throttle closed and petcock OFF. Be sure kill switch is in run position. Hope it runs a few seconds then dies.
Next -- same procedure except turn petcock ON. Hope it cranks and might keep running without choke.
If cranks and runs but dies with no choke -- pull the choke lever UP -- leave throttle closed -- leave air filter out --attempt to crank with NO starter spray.
What are the results?

When cranked and running, should change oil and filter before road testing (remember earlier advice from WiredGeorge).
And maybe you need some help with removing the damaged oil drain screw.

I got to thinking his plugs were so wet they just went bad, it can happen. It sounds like lots of fuel in his oil. I would buy brand new plugs, change the oil, charge the battery, check for spark, and see what happens.
