The original is something Aristotle [is thought to have] said when he was pondering motion and air resistance. In a given environment, as air resistance goes down, the theoretical top speed goes up - but only to a point. (Think of terminal velocity as an example) If that thought were carried to its logical conclusion, zero resistance would mean that infinite speed would be possible. He postulated that because infinite speed is not possible, then a perfect vacuum is also impossible.

We've learned a thing or two since then, but he had some good ideas.
